Government Resolved to Improve Conditions for Serving the Church in Ukraine

KYIV - The Cabinet of Ministers of Ukraine at its session passed a resolution regarding the improvement of order of entry to Ukraine of clergy from other countries and proposed the parliament free from import tax Bibles brought into the country. The changes made in the resolution foresees that for foreigners or persons without citizenship who come to Ukraine for religious purposes or for work in religious organizations on the territory of Ukraine and received a type "P" visa, registration will take place during the period of the visa's validity. RISU was informed this on August 21 by the Institute of Religious Freedom.

In accordance with the accepted resolution of the Cabinet of Ministers №811 from 05.08.2009, clergy from other countries, who received a one-year multi-entry visa to serve in Ukraine, can remain in Ukraine not 180 days but the whole year, thus, the term of the visa.

Furthermore, the new document foresees the possibility of distributing visas to clergy and registering their stays in Ukraine up to three years, which must have agreement with the State Committee of Ukraine on Nationalities and Religion.

Let us recall that a request to appropriate changes was indicated in an appeal of the All-Ukrainian Council of Churches and Religious Organizations (AUCCRO) to the Prime Minister of Ukraine from July 13, 2009. Later, as UNIAN informs, the head of the government Yulia Tymoshenko promised to resolve the question about visas for foreign priests during a personal meeting with the head of the Conference of Catholic Bishops of Ukraine Latin Rite Archbishop Mechyslav Mokshytskyj, which occurred on July 29, by the initiation of the Catholic hierarch.

In addition, as a result of the meeting with members of the AUCCRO, the Cabinet of Ministers developed and brought to the parliament a bill regarding the freeing from import taxes Bibles brought in by religious organizations. A corresponding document was presented at a session of the government. As LIGA informs, the ministers supported this document unanimously.

"The state should support the printing and bringing in of the Bible, which for the most part is given to the people for free," underlined Oleksandr Turchynov, adding, that every interested person in Ukraine should have the possibility to obtain God's word.
